市质监局日前通过官方网站发布《西安市电梯使用管理规范》，向社会征求意见。

    《规范》针对人员管理方面提出明确要求。使用单位应设置电梯安全管理机构或配备专职持证电梯安全管理人员，对电梯进行日常使用安全管理。电梯安全管理人员的配备数量应同时满足以下要求：电梯分布在不同区域或地点的，应按楼盘、管理区域等分别配备至少1名电梯安全管理人员；每30台（含30台）电梯至少配备1名电梯安全管理人员。接到故障或者事故报告后，在30分钟内到达现场，立即采取应急措施，组织维保单位实施救援，报告电梯安全管理负责人，报告有关部门；电梯使用期间值班室应有人员24小时值班，对电梯故障、受困求救以及乘客投诉、反映的问题应立即报告电梯安全管理人员。

    电梯出现下列情况之一时，使用单位应立即停止电梯运行：发生地震、火灾等自然灾害；电梯及其零部件受潮，以及安装电梯及其零部件的机房、井道、底坑等场所进水或严重受潮；电梯运行过程有异常声响，安全保护装置发生误动作，层门、轿门工作异常；电梯发生故障、事故或存在事故隐患；接到安全监管部门、检验机构或维保单位因发现事故隐患而发出电梯停止运行通知；监督检验或定期检验结论为不合格。

　　Elevators must stop running in the following 6 circumstances!

　　The Elevator Management Specification in Xi’an (hereinafter referred to as the Specification) released by the local quality supervision bureau is now calling for public advices and suggestions.

　　The Specification has raised clear requirements on elevator and escalator equipment, staff and relevant institutions.

　　Once the elevator comes up with the following 6 problems, they are not allowed to operate until the problems are solved or the conditions disappear:

　　1. When natural disasters occurs such as the earthquake or fire.

　　2. When the elevators or their parts are affected with damp, or the machine room with elevators or their parts, the shaft or the pit are intaken with water or seriously damped.

　　3. When the elevators run with unusual noises or the safety protection equipment, the floor door or the car door works in an abnormal way.

　　4. When breakdowns happen or hidden risks are found.

　　5. When reports from the safety supervision department, testing institutions or maintenance companies show that hidden risks exist.

　　6. The elevators fail the supervision inspection or regular inspection.
