据报道，波音公司因为在过去5个月内发生的两次波音737 Max 8客机致命事故，而在全球遭到了严重的信任危机。

    夏纳翰公开为波音站台

    近日，代理国防部长夏纳翰走入大家的视线。据位于华盛顿的「华府公民道德责任组织」(Citizens for Responsibility and Ethics in Washington, CREW)认为，夏纳翰曾在五角大厦高层会议上不仅炮轰前东家对手洛克马丁“根本不懂如何执行计划”、“若给波音来做，会做得更好”，让他们质疑夏纳翰违反旋转门道德规范。

    据报道，夏纳翰在加入国防部后，多次在会议上推广波音公司产品。“华盛顿公民责任与道德”组织的申诉中称，国防部决定购买波音15EX战机也与夏纳翰的推荐不无关系。

    国家市管局局长张茅：只发布“黑榜”，不为企业背书

    编者由此联想到3月11日，国家市场监督管理总局局长张茅在答记者问时，提出的“红黑榜”新阐述。其核心就是政府只发布“黑榜”、由市场发布“红榜”，避免政府为企业背书、无形中引导群众的认知。

    电梯维保质量的评定，是一项专业性非常强的工作。无论是对电梯维保单位、人员的资格确认，还是审查电梯维保记录与相关制度，或是验证电梯维保质量，都应由行业专家进行，才具有说服力与权威性。但是，如果只是一味地强调“排名”“好坏”，已经不再适应市场的自由发展。
    编者以为，电梯维保质量评定也可以按照张茅局长的讲话精神，实行“黑榜”制。让不具备条件、无法满足需要、没有存在价值的电梯维保单位退出市场，让合法、合规的电梯维保单位自由竞争，依靠自身实力发展壮大，共同营造良好的市场环境。

　　As it’s known to all, Boeing has suffered 2 fatal accidents in the past 5 months, both with airline model of 737 Max 8, and experienced severe crisis of confidence worldwide.

　　It’s reported that Patrick Shanahan has promoted Boeing products on conferences ever since he entered Defense Department. Citizens for Responsibility and Ethics in Washington (CREW) has appealed that Defense Department making the decision to buy 15EX warplanes might not be unrelated to Shanahan’s recommendation.

　　I can’t stop associate this with the thought of honor roll and blacklist brought up by Zhang Mao, Head of State Administration for Market Regulation. The thought has required government only to release a black list of unqualified enterprises instead of an honor roll, avoiding the government endorsement for enterprises and thus affecting public recognition.

　　The black list system could also be introduced to the assessment of elevator maintenance quality, which would force unqualified and incapable enterprises with little existing value to exit the market, and developing a better environment for maintenance enterprises with legal compliance to compete in a free situation and grow on its own.
