　　Much of downtown Napa, California, lost power on March 25, and at least two women were trapped in elevators. One was trapped in an atrium elevator of a building for half an hour, while another was stuck for around 20 minutes on the third floor of a hotel. The power outage was caused by the failure of a splice connecting electrical wires inside an underground enclosure.
