TORONTO NOISE AMENDMENT COMPROMISE REACHED
A compromise was reached on April 17 in a Toronto vote on restricting concrete work for the construction of high-rise buildings through amendments to the city’s noise bylaw. Continuous concrete pours and heavy crane work will continue to be permitted overnight throughout Toronto, On-Site reported, but will be subject to new restrictions beginning October 1. The amendment passed by a wide margin and requires builders to apply to the executive director of Toronto Municipal Licensing & Standards for a temporary exemption permit, which must be displayed for seven days prior to the work, among other stipulations. The Residential Construction Council of Ontario via CISION said the amendment could have threatened more than 7,000 jobs and would have added months or years to high-rise construction timelines. As enacted, it is a compromise for a blanket ban on construction work after 7 p.m.
